Designed for two players, it explores the grand strategy of commanding the naval forces of either the Eastern or Western alliances. The game integrates multiple scenarios with varying force levels across different time periods. The second edition, developed by Stephen Newberg, includes upgraded components and all-new artwork.
The game emphasizes the profound impact of two major post-World War II technological revolutions: nuclear propulsion for submarines, allowing true submersible operations, and the application of electronics and computer systems across all naval platforms, greatly enhancing detection and combat capabilities. Players manage aircraft, surface warships, and submarines individually and in combined support teams, guided by the naval doctrines of the era.
Game Features: Seapower & The State models naval operations from minor crises to full strategic nuclear warfare. Systems include reconnaissance, communications, navigation, anti-satellite operations, seabed sonar arrays, global trade routes, mines, anti-aircraft, anti-surface, and anti-submarine warfare. Optional rules cover convoy operations, direct conventional and tactical nuclear strikes on bases, and weather effects. The main map is scaled at 900 km per hex, with an expansion for Europe and the Arctic. Units range from 90,000-ton nuclear carriers to small satellites, represented by 9/16 inch counters.
